REACH (restriction of hazardous substances), COSHH (Control of substances hazardous to health) and RoHS (Restriction of Hazardous Substances Directive) compliance are definitely product attributes that you should demand whenever you buy toner cartridges. The majority of British businesses will adhere so these directives as part of their ability to trade lawfully, however, imported products often don't, as the evidence in the report suggests.
